Background

The Afghanistan Oil and Gas Corporation (AOGC)  was formed under the title of State Monopolies with a capital of 720 thousand Afghanis in 1330 Hijri Shamsi (1951) for the purpose of creating reserves of petroleum materials, establishing governmental and non-governmental pumping stations, laboratories for the purpose of controlling the quality of petroleum materials and installing them in commercial ports, stabilizing the quality of oil materials, determining  the sales rate of petroleum products, granting licenses for reserves and pump stations private sector applicants for the economic growth and development of the country.

For years, this company has carried out its activities in the provision of the above basic services, sometimes in the framework of government monopolies and sometimes as an independent enterprise, keeping in mind the requirements of the time. In 1338 Hijri Shamsi (1959), the State Monopolies Department was divided into the Department of Single Refinements, the Department of Sugar, and the Department of Petroleum Materials. With the passage of time in 1357 Hijri Shamsi (1978), the storage of petroleum materials was built in different areas with different capacities according to the needs of society. Pul-e-Matak Reserve, Pul-e-Khumri Reserve, Shir Khan Bandar Reserve and Bandar Kolft Reserve were built and put into operation by experts of the Soviet Union. Due to public necessity, the above-mentioned reserves were not sufficient for the supply and distribution of petroleum products. In order to solve the problem of the Sarpozeh stockpile in Kandahar, it was added to the stockpile of petroleum products, and the Shah Mardkhan stockpile in Jalalabad and Ghagcheran was built by the Afghans themselves.

According to Article 8 of the Law on State Enterprises, the Directorate of Petroleum Materials changed its legal personality to the Directorate of Petroleum and Gas Materials Enterprises, with fixed capital amounting to 1000 million Afghanis and working capital of 700 million. Furthermore, constitution was created that had 7 chapters and 55 articles.

This company changed its legal personality to the State Oil and Gas Company of Afghanistan on 15 October 2017, and the articles of association of this company were published in the official gazette No. 1395 dated 10/10/2019, and based on the letter No. 308-SOCEO dated 11/12/2019 of the Joint Chief Executive Officer. The public companies of the honorable Ministry of Finance communicated that it officially changed its legal personality to the Afghanistan Oil and Gas Corporation (AOGC).
