This process is divided into two main sections: **the first section covers the liter commission and tax calculation conducted by the relevant Provincial Mustofiat**, while **the second section covers the liter commission at ports and the services provided by the Afghanistan Oil and Gas Corporation (AOGC)**. The current meter readings of the fuel dispensing pumps are recorded and verified on site. The current readings are compared with the readings recorded during the previous quarter and maintained in the Mustofiat’s records. The difference between the previous and current readings is calculated, and the total volume of fuel dispensed during the quarter is determined. Based on the volume of fuel dispensed and the relevant calculations, the amount of tax payable by the fuel station is determined. The owner or responsible person of the fuel station is required to pay the assessed tax to the relevant Mustofiat in accordance with applicable regulations and the relevant calculations. The liter-based commission process conducted by the relevant Provincial Mustofiat is carried out on a quarterly basis. In this process, an authorized delegation from the Mustofiat, accompanied by a representative of the Afghanistan Oil and Gas Company (AOGC), visits the fuel station to record and verify the meter readings of the fuel dispensing pumps.
